We collect personal information that you voluntarily provide when you register for an account, request barangay documents, or file a blotter report. This includes your full name, date of birth, address, household number, contact number, email address, username, and profile photo (avatar) if uploaded.

For resident account registration, we verify your identity by matching your submitted name against the barangay census record associated with your household number. This is required to confirm that only actual residents of Barangay Bacolod can self-register.

We also collect household and census information including household composition, civil status, occupation, educational attainment, and socioeconomic indicators such as income, PWD status, senior citizen status, 4Ps membership, and indigency. This information is used solely for barangay governance and service delivery purposes.

Additionally, we automatically collect certain technical information when you use our portal, such as your IP address, browser type, and pages visited. This data is used for system security and performance monitoring only.

2. How We Use Your Information

Your personal information is used to process and fulfill your requests for barangay documents and services, verify your identity and residency status against the barangay census, and communicate with you about your account, document requests, and blotter cases.

We use your email address to send One-Time Passwords (OTPs) for account registration verification, email verification, password resets, and password change requests. These are security measures to protect your account from unauthorized access.

We use census and household data to generate statistical and demographic reports for barangay planning, identify residents eligible for government programs and benefits, manage the SK youth profiling module, and comply with reporting requirements from higher government units.

Profile photos (avatars) you upload are stored and displayed within the portal for identification purposes only and are not shared externally. We will not use your information for commercial marketing purposes.

3. Data Sharing

We do not sell, trade, or rent your personal information to third parties. Your data may be shared with other government agencies (such as the Municipal Government of Bato, DSWD, or PhilHealth) only when required by law or when necessary to deliver government services you have requested.

Blotter reports and related information may be shared with law enforcement agencies when required by legal process or when there is an imminent threat to public safety. Such disclosures are made in accordance with applicable laws and regulations.

Aggregated, anonymized statistical data (with no personally identifiable information) may be shared with government planning bodies for community development purposes.

4. Data Security

We implement appropriate technical and organizational measures to protect your personal information against unauthorized access, alteration, disclosure, or destruction. Passwords are stored using industry-standard bcrypt hashing algorithms and are never stored in plain text.

Account access is protected by role-based authentication. Each user role (Resident, SK, Captain, Secretary) can only access the sections of the system relevant to their duties. The system enforces access controls at the route level to prevent unauthorized access to administrative functions.

Account approval is required before any newly registered account can log in, adding an additional verification layer to prevent unauthorized access. Password changes require OTP verification sent to your registered email address.

While we strive to protect your personal information, no method of transmission over the internet or electronic storage is 100% secure. We encourage you to use strong, unique passwords and to log out after each session, especially on shared or public devices.

5. Your Rights Under RA 10173

Under the Data Privacy Act of 2012 (Republic Act No. 10173), you have the following rights regarding your personal data:

  • Right to be Informed — You have the right to know how your personal data is being collected and processed.
  • Right to Access — You may request a copy of your personal data held by the barangay.
  • Right to Rectification — You may request correction of inaccurate or incomplete personal data.
  • Right to Erasure — You may request deletion of your personal data, subject to legal retention requirements.
  • Right to Object — You may object to the processing of your personal data for specific purposes.
  • Right to Data Portability — You may request your personal data in a structured, commonly used format.

To exercise any of these rights, please contact the Barangay Secretary at the barangay hall or via email. We will respond to your request within 15 business days.

6. Cookies

The BIS portal uses session cookies to maintain your login state and provide a seamless experience. These cookies are temporary and are deleted when you close your browser. We do not use tracking cookies or third-party advertising cookies.

We may use functional cookies to remember your preferences, such as language settings. These cookies do not collect personally identifiable information and are used solely to improve your experience on the portal.
